These two cities used to be one up until 1982. Historically, when Israel withdrew from the Sinai, Rafah was divided into a Gazan Rafah and an Egyptian Rafah, separated by barbed wire. The centre of the city was destroyed by Israel and Egypt to create a buffer zone between Gaza and Egypt.
